Bridging climate and educational planning: lessons from Cambodia and Malawi

Es sociólogo y ocupó el cargo de ministro de Educación de Perú, su país natal, al inicio de la pandemia de COVID-19, en 2020. Supervisó los sistemas de educación preescolar, primaria, secundaria y superior del país y diseñó la estrategia nacional de educación a distancia en respuesta a la pandemia. Entre 2018 y 2020, se desempeñó como titular de la Superintendencia Nacional de Educación Superior Universitaria de Perú (SUNEDU), el ente regulador del sistema universitario de Perú, donde lideró la reforma para mejorar la calidad de la educación superior. De 2015 a 2018, fue miembro del Consejo Directivo de SUNEDU.

Leonora MacEwen es Especialista Principal de Programas del IIPE y Responsable del Grupo de Equidad y Resiliencia. Esto incluye trabajar con los países en el desarrollo de planes sectoriales, así como análisis de riesgos y estrategias de reducción de riesgos para el sector educativo, e integrar la adaptación al cambio climático y la reducción de riesgos de conflictos armados y desastres en los análisis y documentos de planeamiento del sector educativo. También implica planificar la inclusión de las poblaciones desplazadas por la fuerza con los ministerios de educación y sus socios. Por último, este trabajo incluye el planeamiento para la adaptación al cambio climático y la sostenibilidad medioambiental, que abarca la mejora de las capacidades de los ministerios de Educación para acceder y utilizar datos e información sobre el cambio climático, emergencias y otros datos relevantes para el planeamiento sensible a las crisis.

Chipiliro Thombozi is a seasoned professional with over 15 years of experience in Malawi's Public Service. He currently serves as the Deputy Director of Planning for the Education Sector-Wide Approach (ESWAP). Thombozi holds a Master of Arts in Economic Policy Management from the University of Zambia and a Bachelor’s Degree in Agricultural Economics from the University of Malawi. His expertise lies in policy planning, budget formulation, and performance monitoring and evaluation. He has a proven track record in project and resource management, having worked with various local and international organizations to support the Government of Malawi in implementing key development programs. Mr. Thombozi is a certified PRINCE2 practitioner and a member of the Economic Association of Malawi. He is a strategic thinker with a commitment to driving process improvements and enhancing the effectiveness of programs and services.

Sothea Lim lleva más de 20 años trabajando como responsable de políticas y planificación educativas. En su cargo actual en el Ministerio, desempeña un papel central en la formulación y planificación de políticas. También se encarga de la coordinación dentro de las instituciones gubernamentales y entre ellas, así como con los socios para el desarrollo. Como parte de su trabajo, Sothea ha asistido a varios seminarios y conferencias mundiales y regionales sobre educación, ha compartido experiencias y ha ayudado al desarrollo de las capacidades de los planificadores educativos a nivel nacional y subnacional.

Sarah Beardmore heads the Global Partnership for Education’s Strategic Partnerships and Capabilities team, where she develops and leads multi-stakeholder initiatives to support education in the global south. Sarah designed and now oversees the $72 million Education Out Loud program for civil society advocacy and social accountability, leads GPE’s strategic capabilities initiatives, and supports GPE’s engagement in global policy dialogue on issues such as climate change, gender equality, financing, equity and inclusion.

Sarah has over 20 years of international experience in human rights advocacy, resource mobilization, policy research, program design, strategic communications, grant-making and partnership management. She has a Sociology degree from McGill University and an MSc in Political Sociology from the London School of Economics specializing in human rights, social movements and democracy. Sarah has worked for non-profit organizations including Results Educational Fund, Global Action for Children, Rights & Democracy, Women Thrive Worldwide and People & Planet. She also volunteers on the Governing Circle of 7th Generation Labs and is a trained herbal medicine practitioner.

Kathleen Brennan is a Project Officer in UNESCO’s Section for Education for Sustainable Development, where she supports the development of the Greening Education Partnership’s monitoring platform as part of UNESCO’s role as its Secretariat. Before joining UNESCO’s Section for Education for Sustainable Development, she spent several years as a transactional paralegal at a firm specializing in real estate acquisitions, sales, and complex financing for urban property developments. Kathleen’s primary research interest lies in using mixed-method approaches to explore the intersection between community development and child development. Her work applies an ecological framework to understand how communities are built, sustained, and shaped by the environments in which learners grow.

She holds an M.S.Ed. in Interdisciplinary Studies of Human Development from the University of Pennsylvania, an Ed.M. in Education Policy from American University, and a B.A. from Georgetown University.

Jessica currently works at Save the Children on the Climate-Smart Education Systems Initiative, partnering with countries worldwide to protect education despite climate shocks. She has extensive policy and advocacy experience in UNFCCC and COP climate processes, focusing on advancing child rights and education in key negotiations. 

Her career has always focused on upholding children’s right to education in disasters and a changing climate and advancing intergenerational and climate justice, beginning with advising on school safety projects in Bangladesh. She has also developed greening policies, provided strategic advice on accessing climate finance, developed climate and education advocacy strategies and sits on the advocacy working group of the Global Alliance for Disaster Risk Reduction and Resilience in the Education Sector (GADRRRES).

Jennifer is an Education Specialist at the NAP Global Network, seconded from Save the Children. After starting her career as a secondary school teacher, Jennifer has since worked in policy and advocacy for over a decade in both government and non-government organisations. Her previous roles include Policy and Advocacy Manager at UNICEF Australia and Policy and Advocacy Manager at Plan International Australia, where she led climate and education advocacy.
