Leveraging the potential of the middle tier to improve education outcomes
Publication launch
How can systems ensure that policies are implemented in the classroom and lead to better learning? The middle tier plays a vital role in working with schools to implement, scale, and sustain reforms, provide essential instructional leadership, and target resources to promote equity.
At a time when every resource counts, we need to maximise the impact of the structures and the people already in place and ensure they're equipped to improve learning.
Despite its importance, the middle tier is under-researched and often not supported. In this webinar, we will launch a new position paper by IIEP and Learning Generation Initiative: Leveraging the potential of the middle tier to improve education outcomes – the role of a capacity assessment framework.
We will also explore:
- What are the key challenges and bottlenecks at the middle tier?
- What interventions are needed to unlock its potential?
- How can a capacity assessment framework help?
- How can we make sure that recommendations are taken up in policy?
The webinar will draw on country case studies from Pakistan and Latvia.
