Planning funding approaches to address learning inequalities in a time of change

Martín é sociólogo peruano que atuou como Ministro da Educação no início da pandemia de covid-19 em 2020. Ele supervisionou os sistemas de educação pré-primária, primária, secundária e superior do país e elaborou a estratégia nacional de educação a distância em resposta à emergência sanitária. Entre 2018 e 2020, atuou como chefe da Superintendência Nacional de Educação Superior Universitária do Peru (SUNEDU), órgão regulador do sistema universitário do Peru, onde liderou a reforma para melhorar a qualidade do ensino superior. De 2015 a 2018, Martín também foi membro de seu Conselho de Direção.

Anna Cristina D'Addio is an Economist by background and has worked as a Senior Policy Analyst in the GEM Report team at UNESCO since March 2017. Prior to this position, Anna worked at the OECD on a comprehensive list of issues ranging from financial education and literacy, inequality, poverty, the intergenerational transmission of education, ageing, social protection, the life course approach to social policy and the decline of fertility, with a particular emphasis on the role of policies. In that role, she co-authored leading OECD publications such as “Growing Unequal?” and the various editions of “Pensions at a Glance” and “Pensions Outlook”, among others. 

Before joining the OECD, Anna was a research professor in micro-econometrics applied to labour market/education issues. She has taught and carried out research at the Center for Applied Econometrics (CAM), University of Copenhagen; at the Higher Institute for Labour Studies (HIVA), Catholic University of Leuven; at the Department of Economics, University of Aarhus; at the Center for Research in Integration, Education, Qualifications and Marginalization, of the Aarhus Business School; at the Center of Operations Research and Econometrics (CORE), and IRES of the Catholic University of Louvain-la-Neuve. She holds a PhD in Quantitative Economics (European Doctoral Program) from CORE and IRES (the Catholic University of Louvain-la-Neuve), a Doctorate in Public Economics from the University of Pavia and a Master's in Quantitative Economics from CORE.

A consummate technocrat and education policy specialist with a speciality in technical and vocational education and training (TVET), Albert has extensive experience in information and communication technology (ICT) research, policy development and implementation in Africa. For 18 years, he served the government and people of Rwanda, where he occupied various cabinet positions, including as Minister of Infrastructure and the Minister of State for TVET in the Ministry of Education. 

Albert has a solid grasp of government functionalities and has built a strong reputation around leveraging social capital to mobilize resources that support policy development, advocacy, and implementation. He has helped expand ADEA’s network across the world, building new relationships with various partners, including multilateral development institutions, regional economic bodies, and philanthropic organizations.

Diane joined the IIEP Paris office in 2015 after spending 7 years in the IIEP Africa office in Dakar. Over those years, Diane has been supporting Member States, particularly in the areas of education sector analysis and strategic education plan preparation, implementation, and monitoring and evaluation, including in crisis-affected countries.

Passionate about ECE, she has engaged in various works related to ECE planning, including conducting key studies on the cost-effectiveness of ECE models and on ECE financing, and designing a MOOC on “How to Mainstream ECE into Education Sector Planning” with UNESCO, GPE, and UNICEF. She has taught in different courses offered by the Institute, including in tailor-made trainings.

Before joining IIEP, Diane was Chief of Social Policy and M&E at UNICEF Madagascar. She also worked at the World Bank in Washington, DC on various issues related to children in Africa.

Mariana holds a PhD in Development Planning from University College London, a Master's degree in Economics from the University of Chile and a Master's degree in Development Studies from the London School of Economics and Political Science. Her main areas of research focus on education and labor inclusion for young people in Latin America and the Caribbean.

Yuki Murakami joined the Global Education Monitoring Report team in August 2016 to work on education finance issues. Previously, she was a health economist at the OECD, analysing health expenditure trends and financing mechanisms using the System of Health Accounts in both OECD and non-OECD countries. She was also at the World Bank for the Latin America and the Caribbean Region, where she analysed the affordability of tertiary education and the costs and benefits of skilled labour migration and served in a project to improve youth employment.

She holds two Master's degrees in health economics from Harvard School of Public Health and the University of Texas. She was presented with the “Symbols of Tomorrow” award in Japan in 2013 by the Japan Hospital Association for her work on global health policy.
