From diagnosis to action: strengthening the middle tier of education
Strategic Debate #3
The “missing middle” refers to professionals at the intermediate tier who serve as a vital bridge between policy‑makers and school actors. These individuals play a crucial role in building a coherent learning system and carrying out essential planning and management functions. Educational policy has often overlooked this level of the system, even though meaningful improvements in learning outcomes can only be achieved when policy-makers recognize the crucial role of middle‑tier actors in creating the conditions necessary for effective teaching and learning. Operational responses must also be formulated to address the diversity of constraints faced by the actors working at this level of the system.
This debate will explore how to harness the capacity of middle‑tier staff and structures to drive learning‑improvement efforts and identify actionable solutions to strengthen their ability to support better learning outcomes.
