Strengthening system leadership for implementation and change

Effective leadership at all levels of the education system - from central to local and school level - is essential for translating policy into practice. Educational leaders play a crucial role in shaping a shared vision for the future and turning it into reality, fostering buy‑in, and ensuring broad participation throughout the planning and implementation process. Strong political leadership can further align institutions, actors, and resources around long‑term goals, helping to sustain reforms and adjust them as needed. In this context, it is essential to examine the competencies and institutional conditions required for effective leadership across different levels of the education system, from the national administration to individual schools, drawing on recent experiences from diverse regions of the world. 

This debate will examine how leadership (including women’s leadership) contributes to successful policy and plan implementation across all key dimensions of policy development.
