ICT Programme Specialist at the IIEP-UNESCO Latin America and the Caribbean Office. His main responsibilities include promoting and identifying trends in ICT and education policies at the regional level, providing advice for the development of ICT-related projects, and managing technological platforms and portals.

Specialist in educational programmes at the UNESCO Regional Office in Santiago and in Coordination with the United Nations for Latin America and the Caribbean. She currently leads the Innovation and Digital Transformation and Lifelong Learning unit. 

Head of Education and Senior Specialist at the UNESCO Regional Office in Santiago. He currently coordinates actions in Latin America and the Caribbean aimed at strengthening education systems, in close collaboration with UNESCO offices and strategic partners. 

Training Coordinator at the IIEP-UNESCO Latin America and the Caribbean Office from 2019 to 2020, Mariana Clucellas is currently the Training Coordinator, responsible for team management and the organisation and supervision of regular and customised training programmes and courses.

Laura Stipanovic co-leads in the development of advocacy partnerships and events strategies. She managed the consultation process of the 2023 GEM Report on technology in education and currently leads on advocacy, outreach and dissemination activities for the global report, and the gender, youth, and regional editions. Her work focuses on strengthening stakeholder engagement in the development of the Report and its workstreams and in growing the coalition of advocacy partners to improve the resonance of and policy dialogue around the Report’s messages and recommendations at global, regional, and national levels.

Laura also supports the outreach and dissemination efforts of the GEM Report particularly for Spanish speaking audiences. She re-joined the GEM Report in 2018 to oversee the development of the 2020 GEM Report on inclusion and education in Latin America and the Caribbean. Since then, she has been working closely with partners across the region and has been leading in the overall communication efforts of the GEM Report in Spanish.

Prior to joining the GEM Report, Laura held research and communications positions in Bogota, Geneva, Paris, and Washington. She worked on issues related to migration and conflict resolution, inclusion, and philanthropy for development at the OECD Development Centre, UNESCO, and the Permanent Mission of Colombia to the United Nations in Geneva. Laura holds a research master on Political Studies from l’École des hautes études en sciences sociales in Paris, a Bachelor on Political Science and History from the Universidad de los Andes in Bogota and professional certifications on conflict resolution and French studies from American University in Washington and the Sorbonne University in Paris.

Is an engineer and has a PhD in Education Sciences from Bourgogne University in France. Borhene worked, during the 1990s, as trainer, chief trainer, project manager. He has also worked as short-term consultant for the EU, World Bank and other international organisations before coming to the European Training Foundation (ETF) in 2001. At the ETF, Borhene worked as Senior Human Capital Development specialist. He is now Director of Policies and Lifelong Learning Systems Division at UNESCO-HQ. Borhene conducted a range of policy reviews and skills systems diagnosis in different contexts. He has authored and co-authored various articles and books in the field of skills development and lifelong learning. Much of his most recent work focuses on global trends in reforming education and training systems and global agenda for skills development in the context of the 2030 Sustainable Development Agenda. He is also the coordinator of the Global Education Coalition launched by UNESCO to respond to the COVID-19 crisis.
